- Cumulation: originating materials from other parties can count towards origin.
- Origin can be declared by exporters or producers (self-certification or statements on origin), subject to conditions.
What it means for Vietnamese businesses
Vietnam has cut most tariffs on ASEAN goods to 0%, and Vietnamese goods enter other ASEAN markets largely duty-free with a Form D C/O or an origin declaration under the ASEAN-wide self-certification scheme. ATIGA is the basis for regional supply chains — sourcing inputs from Thailand, Malaysia or Indonesia and exporting finished goods within ASEAN.
Proof of origin
Usual proof of origin for goods traded with Vietnam: D. Check the current MOIT guidance and the agreement’s product-specific rules.
